This package is relevant to games created with RPG Maker 2003 that were distributed with a dependency on its shared runtime resources.

RPG Maker 2000 RTP is the corresponding runtime package for RPG Maker 2000.

It is primarily useful for legacy games built with that generation. Installing it will not normally solve problems with a game made using a different RPG Maker version.

Not in the traditional separately installed RTP sense used by older RPG Maker generations.

Modern RPG Maker releases moved away from the old model where players installed a common Run Time Package separately from the game.

You should not install RTP solely because a game was created with RPG Maker.
