Is Town of Magic an RPG or a visual novel?

Town of Magic is primarily an adult fantasy RPG with visual-novel elements. Exploration, quests, combat, equipment, magic and relationships all contribute directly to progression.

How do I know what to do next?

What should I do if a boss is too difficult?

Check your equipment, spells and elemental weaknesses before grinding levels. The developer has recommended specific rings, elemental spells and magic-restoring items for difficult bosses, showing that preparation is often more important than raw level alone.
